Support for Modified Comprehensive Evaluation Option #2

We are please to announce that we will now offer a Modified Comprehensive evaluation path that will likely meet the needs of many districts that are choosing to follow the OSPI TPEP Guidance for Option #2.

Employment/Evaluation Status 

Teachers and principals in years two and beyond who are scheduled for a Comprehensive evaluation under RCW 28A.405.100.

Recommended Process

Decide on two criteria to be formally scored using evidence provided during the 2020–21 school year. Remaining six criteria to be scored by assigning score received in most recent Comprehensive evaluation. Determination of the two criteria may be made according to current negotiated process for choosing criterion for Focused evaluation, which must include approval by the teacher’s or principal’s evaluator, per WAC 392- 191A-120 and 392-191A-210. 

Setting up the Modified Comprehensive Evaluation

Step 1. Navigate to the Assignments screen and select the new "Modified Comprehensive" option in the dropdown list of evaluation types.

Step 2.  Complete the form for selecting the two criteria to focus on as well as the student growth criterion. Also, like a focused evaluation, select the last comprehensive evaluation from which to retrieve the carry forward performance level. If eVAL does not have a record of a completed comprehensive evaluation, then you can manually insert one from your district's records.

Evidence Gathering

The process for gathering evidence for a modified comprehensive evaluation will work similarly to how a focused evaluation works, with the diffence of an additional criterion added to the focus. For example, the Rubric Navigator will only show the two focus criteria through the State Framework View and only the rubric components from the two focus criteria through the Instructional Framework View.

Summative Evaluation

The Summative Evaluation scoring process will be adjusted to use the carry forward performance level for all criteria that are not part of the modified comprehensive focus. The performance level will also be used for the student growth rubric component performance level for the two components that are not the modified comprehensive student growth criterion.  With those carry forward scores in place, the process of determining the Student Growth Impact Rating and the Final Summative score will work equivalently to the standard comprehensive evaluation.

Note: It will not be possible to alter the scores for the carry forward performance levels. If that is required you should consider using the standard comprehensive evaluation.
